President's Message

I hope this issue of The Red Shirt finds you all planning to attend the Convention this year in San Diego.

I recently released a message announcing the procedures for submitting packages for the John W. Finn, Aviation Ordnanceman of the Year award. If for some reason you have not seen the message, let me or Mr. Vice President Dave Moore know and we will get you a copy. Get the nomination packages in for that most deserving Ordnanceman.

On the subject of nominations, this year the office of Vice President, the new office of Secretary and two board of director's seats need to be voted on. Take a look at the Vice President’s article and you will see the names of those nominated thus far. Dave's instructions for voting via the absentee ballot are very straight forward and simple. I anticipate no problems with his procedures. I do ask that if you vote via the absentee method and thereafter you do decide to attend the convention that you remember that your vote has already been cast. If you do attend the convention and wish to vote for candidates nominated from the floor, your absentee ballot must be voided.

Now an update from Guam. We had the USS Kitty Hawk and AIRWING Five here in April for a port visit. While here the Kitty Hawk celebrated her 40 birthday and I can report, she still generates the sorties just like the Nimitz class. NAWMU-1 hosted a tour for all the Gunner's which provided insight as to what we actually do here. They were able to see the test site's where NAWMU-1 makes money for Navy and Marine Corp by fixing and retain RFI assets in the AOR. Following this tour Pat and I had the Gunner's over for a relaxing afternoon in the Guam breeze and sun where we lit the grill and BBQ'ed. Of course Pat did the lion's share of preparations as I was too busy running my mouth. Also, the then OHO, and now Gun Boss, Chris Lathem, presented a plaque to departing Gun Boss, Gerry Friedman. Good job Chris, and good luck at the NOSSA, Jerry. As a side note I paid a visit to Kitty Hawk before she got underway and had the honor of being Bonged aboard by a fellow Gunner who was the OOD. I'll tell you ENSIGN Eddy Kelly sure did it by the book. Unfortunately he was still on watch when I departed, because he could not see the Big Grin on my face as I went down the brow and ashore. Thanks Eddy. You have given me a memory I will always cherish.

Be looking for the message announcing the final details for the convention. I know that Chapter Eight is working very hard to make this Convention the best ever. Please don't hesitate to use Point Loma World Travel to make your travel arrangements. Also make sure you get your 2001 Convention Reservation application sent in prior to the dead line of 21 September.

As always I will close with my pitch for membership. Do your part to sign up a new member . We are getting bigger and better each month.

Procedures For Absentee Voting

At our last convention, the Board of Directors approved procedures for absentee voting. It was the Board’s intent to allow our members who cannot attend the annual conventions to participate in the election process. At that time, the President appointed me the Chairman of the Nominations Committee and gave me the responsibility for implementing the absentee voting procedures approved by the Board. Thanks Boss! Its been an enlightening experience. I sincerely hope that our elections run smoother than the Presidential election did in Florida last year. With that being said, here we go!

The offices to be filled during this year’s election are Vice President, the newly established office of the Secretary and two seats on the Board of Directors. The following individuals have been nominated for those positions:

Remember that nominations will be accepted from the floor. Members who have previously submitted absentee ballots will not be permitted to vote a second time.

Once you have made your decision to submit an absentee ballot, clearly mark your ballot for the nominee's of your choice and place it in a sealed envelope. The outside of the envelope must include your printed name, membership number, and signature. The sealed envelope must then be delivered to me in one of the following ways:

  • By U.S. Mail postmarked not later than 15 September 2001

  • Hand delivered not later than 0800 5 October 2001

NOMINATION OF
LARRY “JOE” MANLEY
FOR THE OFFICE OF
NATIONAL VICE PRESIDENT

Submitted By Charles R. Onken

I am nominating Larry “Joe” Manley, LCDR, USN, Ret. (Life Member #450) for the office of Vice President of the Association of Aviation Ordnancemen. He has agreed to accept the nomination and abide by the requirements set forth in the Association By-Laws.

Joe came into the Navy as an enlisted and advanced through the ranks and retired as a LCDR, LDO Aviation Ordnance Officer. He is currently still working in the Aviation Ordnance Field as a NAVAIR Fleet Weapons Support Team (FWST) Representative. During his career, he served with distinction in various squadrons, staffs, air stations, instructor, and ship’s company assignments.

Joe has been a member of the association for over 20 years and became a life member in 1986. Since becoming a member, he has served in positions at the Chapter level for Chapter 8 in San Diego and Chapter 21 in Fallon. At the national level, he has served on ALL of the national committees either as a member or as Chairman. He is currently the National Convention Committee Chairman. Joe has also served several tours on the Board of Directors and is currently a member of the Board. Joe is also an active member of Chapter 21 in Fallon, NV. Joe’s devotion to the Aviation Ordnance field is beyond reproach and is noticeable to every member both past and present.

I have known Joe for over 30 years and he wants nothing but the best for this association and will continue to dedicate his efforts to that end. Joe would be a great credit to the association as national Vice President.

John has served honorably for more than 26 years in the Navy and recently retired as a Master Chief Aviation Ordnanceman. He has numerous personal awards and decorations through his dedication, hard work, initiative, and desire to get the job done right the first time. He is Past President of Chapter Eight and held that office for 5 years with distinction.

John will make an outstanding Vice President for the AAO. He is an outstanding motivator who will inspire new members to come aboard, understands the monumental task in front of him, and most important, is willing to make the commitment to do the task. John is, and has always been, the consummate professional and will make a fine addition to the National office team.

I would like to nominate David W. Moore (Life Member # 999) for the office of National Vice President of the Association of Aviation Ordnancemen. He has agreed to accept the nomination and abide by the requirements set forth in the Association By-Laws.

Dave entered the Navy in 1975 serving tours of duty in VF-161 aboard the USS Midway and in the Weapons Department aboard the USS Kitty Hawk. During his four years of active service he advanced to the rank of AO2. Following his discharge, he continued to work in the Aviation Ordnance field and is currently assigned as the CNAP Lead Representative for the NAVAIR Fleet Weapons Support Team (FWST).

Dave has been a member of the Association of Aviation Ordnancemen for over 20 years and has been a life member since 1988. Since becoming a member, Dave was instrumental in establishing and is a Plank Owner of Chapter 7, Pt. Mugu, CA. He held the offices of President and Treasurer of Chapter 7. Dave is also an active member of Chapter 1 in Lemoore, CA. Over the years, he has served in ALL elected offices of Chapter 1. At the national level, Dave was elected to two consecutive terms on the Board of Directors and is currently serving in the office of Vice President. He is also Chairman of the Membership and Nomination Committees.

For many years, Dave has dedicated himself to the Association of Aviation Ordnancemen. He wants nothing but the best for this Association and will continue to give his ALL if re-elected as National Vice President.

He also is the associations’ “Ordie of the Year” for 1988, and most recently was selected for the prestigious “Looking Ahead” winner from the USS John C. Stennis, CVN-74 in 1998.

Dennis will make an outstanding Secretary for the AAO. He has outstanding computer skills, understands the monumental task in front of him, and most important is willing to make the commitment to do the task. Dennis is, and has always been, the consummate professional and will make a fine addition to the National office team.

I hereby nominate Gary L. Laun, CDR, USN RET., Life Member #2109 for the office of National Board of Directors of the Association of Aviation Ordnancemen. He has agreed to accept the nomination and abide by the requirements set forth in the Association By-Laws.

During Gary’s extraordinary Naval career, he has advanced beyond the enlisted pay grades to become a CDR, LDO, Aviation Ordnance Officer. During his career he served with distinction in many assignments on both coast. He is currently the Commanding Officer of the Naval Aviation Missile Maintenance Unit in Guam.

 

Gary has been a member of the Association for more than 20 years and a Life Member for 10. Since becoming a member, he has served at the Chapter level for Chapter 8, San Diego, Chapter 9, Jacksonville, Fl. and the Keystone Chapter, Mechanicsburg, Pa. which he helped to establish. At the National level he has served on most of the National committees, either as a member or as the Chairman. He has also served two tours as President of the National Association of Aviation Ordnancemen. Gary's devotion to the Association and the Aviation Ordnance field is beyond reproach. Gary would be a great credit to the Association as a member of the National Board of Directors.

I write to you today to place the name of LCDR Charles R. Onken USN Ret., Life Member 0473, into nomination for the office of Board of Director. He has agreed to accept the nomination and abide by the requirements set forth in our By-Laws for nomination and for assuming office as a member of the Board of Directors.

Chuck enlisted in the Navy in March 1960 and progressed thru the ranks to the rank of LCDR before retiring in February 1991. During his Naval career, he served with distinction in various squadrons, staffs, and instructor assignments. He received numerous awards for devotion to duty, heroism, and sustained superior performance. Upon retirement from active duty, he took employment as a contractor representative where he still has continued his vast knowledge of ordnance and ordnance systems to further enhance ordnance safety and provide the fleet sailor with the best possible ordnance and ordnance systems.

Chuck joined the association in May 1981 and became a Life Member in April 1986. Since becoming a member he has served the Association at the national level as President (6 years), Vice President (6 years), and Board of Directors (6 years). He has also served at the Chapter level by holding every elected office in Chapter 1. His devotion to and love of the Association is readily apparent.

I first became stationed with Chuck in February 1969. Since that time I have not met a single individual who is more dedicated to the Ordnance rating, the Association, and to the betterment of the Ordnance community in general. His knowledge of the Association and proven ability to make the hard decisions has been instrumental in the growth of the Association. He has helped to make the Association the great body that it is today, causing the association to be recognized by the Navy, other organizations associated with the Military community, and the civilian community.

Chuck has and continues to live and breathe Ordnance. I know of no individual who is better equipped to serve as a member of the Board of Directors.

In this issue you will find the Convention Reservation Application and Ticket Order Form. Please take some time to go over them. Plan to volunteer for a committee, attend the meetings and let your ideas and voice mean more than just words. This year, it is anticipated that both the Social and Awards Dinner will sell out. With this in mind, it is recommended that you order your tickets early so as not to be left out. Of course if there are any tickets remaining they will be sold at the convention, but why risk being out in the cold. I must receive the advance reservation forms prior to 21 September 2001. ORDER NOW.

With the convention taking place in October this year there are a few things to remember. The Annual Chapter Report is still due at the convention. The Chapter End of Year Financial Report is still due to me by 15 July. Both of these things are covered in the Association of Aviation Ordnancemen Required Reports List and have not changed. Scholarship Applications are due to me not later than 15 September 2001.

If you have not heard from me but were expecting to, I went out of town unexpectedly. Also, my phone has been down due to heavy weather. I’m now back and on line once again.

Greetings from South Texas. Summer is winding down, still hot and dry (as usual). Looking forward to cooler weather in San Diego in October. See you there.

I have found that since I have (really) retired, I get to spend a lot more time doing things I never had time to do before, such as setting on my patio with my two year old grand daughter. I have rediscovered that small children often find much joy and happiness in the simpler things in life. A child seems to really enjoy little things like eating an iced cold watermelon, playing in a tub of water, or just walking around the back yard. However, once we become adults we seem to put our childish things away and tend to the business of life. We take on all the adult responsibilities. We try to earn enough money so that we can retire in comfort someday. When we do finally retire, we can again focus on the simpler things in our lives that we enjoyed as a child. There is no guarantee that we will live long enough or be healthy enough to enjoy our retirement. That is why God wants his people to be full of joy and happiness at all stages of life. Every day we can choose to be joyful in the Lord. No matter what should come our way, we must not be stripped of our good cheer. No one can take joy and happiness away from us, and we must be aware that the only way that we lose this wonderful gift is by our own doing.

You will show me the path that leads to life; your presence fills me with joy and brings me pleasure forever. (Good News Bible-Psalms 16:ll )

We have many to pray for. Remember these in your daily quiet time; our country and its’ leaders, shipmates, friends, families, and those who gave their lives so we could live in this great country.

May peace and love be with you until we meet again.

Hello Fellow ORDIES from Chapter Seven at NBVC Point Mugu, Ca.

With sad hearts we say farewell to several of our Chapter Seven members. They are moving on to bigger and better things. Between now and October, we will have to say “good by” to our President, Lt. Michael Gramolini, AOC James Richardson (CWO Sel.), AO1 Michael Perrone, AO1 Eddie Henley, AO1 Bob brown, GYSGT Dwayne Fochler. Chapter Seven will miss all of these gents. We know our loss is someone else’s gain. We folks that are left at Chapter Seven wish these, our fellow Ordies the best . We know that they will do great things wherever their duties take them. They will benefit some other chapter like they had done for us. They will be greatly missed. Also, I would like to welcome to the ranks of Chapter Seven’s membership, Retired Major Ronald Swanson USMC, AO1 Sean Martin, and Mr. James Wilkinson. Chapter Seven ranks have now swelled to 42 Ordies.

AOC (soon to be CWO) James Richardson and AO1 Bob Brown made a plaque listing all the Chapter Seven members past and present. If you ever happen to be in the Point Mugu area, the “Chapter Seven History Plaque” can be seen hanging in the hallway of the NBVC Weapons Department Building, number 68.

As you can see by the photos Chapter Seven’s Annual ORDIE Bash was a big success. We had 30 plus Ordies and their families attend . . . not including one dog! A good time was had by all. It was a pot luck affair. If any one went away hungry it was their own fault. We could have easily feed another 30 people and still have food left over. The picnic was such a success we are planning another before the summer is out.

New Advancement Exam Information

Beginning in January 2002, Navy Advancement Examinations will have 200 questions, some of which will be based on occupational standards and others on professional military knowledge (PMK). The occupational/PMK ratios are 100/100 for E7, 115/85 for E6, 135/65 for E5, and 150/50 for E4. The occupational questions will be presented first, with the PMK questions following. The military questions will be identical for all candidates, across ratings but within pay grades. The bibs will continue to be exam specific. While we're on the bibs, let me provide some additional information that might help you prepare for advancement using the 150 item exams. (Guidance for 200 item exams will be the same; only the exam length will change.) Please share it with your shipmates.

Obtaining materials for advancement study is the responsibility of the candidate. In addition to the bibs, candidates can obtain the same information from on-the-job training, formal training, official publications, training manuals, and even generic books. For example, the computer books referenced on the IT bibliography should be considered "generic." That is, any publications covering similar content will suffice.

It may be instructive to tell you how the bibs come about. Each exam starts with a subject matter expert (E7/8/9) writing a test outline. The outline itself is exactly like the outline of a book, with sections, subsections, and importance/coverage weightings. Next, the SME sets about writing or selecting questions to complete each section. Item selection stops with question 150. The SME then ensures each item is referenced to an occupational standard and has a published, generally available source. This ensures that the answer exists in print and not just in the SME's head. The SME stops at the first reference found; there may be more
than one reference, and there may be better references. But the point is to verify the accuracy of the item and the first one is sufficient. This list of references becomes the bib. Chapters, sections, parts, etc. are shown when it makes sense to do so. However, sometimes most or all of a publication is used, in which case we just report the whole thing.

The basic idea of the advancement exams is to assess the Sailor's years in the Navy, and not a few weeks cramming for the exam. We also attempt to cover the entire scope of each rating. The Advancement Handbooks (available on the Internet) should help you in this regard. You might also consider adding Advancement Handbook review to your study plan, perhaps establishing your own library of Advancement Handbook supporting publications. Use the Advancement Handbooks as a long term preparation strategy and the bibs as an indication of where the next exam is going.

Greetings from Pensacola Florida,

First allow me to apologize for our delay in providing our update. We have had a complete revamp of personnel; with it come enthusiasm, motivation and positive ideas to guide the “Cradle of Naval Aviation” to its new outlook. With this change we have elected new officers, the new president AO2 (AW/SW) Clement Dickson, vice president GYSGT Thurston, treasurer AO2 (AW) Karen Meadows and secretary AO2 (AW) Steven Black. Our meetings are held every second Wednesday of the month.

In recent months we have been very busy. A special room was dedicated to AOC (AW) Steven Smith who passed away last summer.

 

 

 

Our chapter assisted in organizing and catering the Humane Society’s Pet Parade in hope of gaining recognition throughout the community. We have also been successful in our T-shirt sales, enabling us to cater future events such as social gatherings and community services.

As the new president I would like to say “thank you” to AO1 Joseph Elliot, the outgoing president, for putting his all into getting this chapter on track. Despite a bumpy start, we have created a dynamic team with unlimited potential.

AAO CHAPTER EIGHT 

Greetings from sunny San Diego California. It has been a very busy time for the EIGHT BALLERS as we continue to prepare for this year's AAO convention, take care of John Finn, and support our community. I am very happy with the progress and support I have received and am certain that the big show in October is going to be one to remember. The EIGHT BALLERS stand ready to assist. ELECTION

As luck would have it, I have been assigned to NAS Fallon Weapons Department for my shore duty. With the assignment and the fact that my command will be out to sea up until my transfer, Chapter EIGHT had to hold a special election to fill the gap. The chapter went with a proven leader and elected J.J La Maitre as President to fill the office until after the convention. I certainly throw my total support his way and would like to thank all area ordies for the outstanding support I received as the Prez.

JOHN W. FINN SUPPORT

Many of you are probably aware that the premier of the motion picture "Pearl Harbor" was accomplished on board USS JOHN C. STENNIS (CVN 74). Somewhere along the way wires got crossed and John needed assistance from the EIGHT BALLERS in the area of travel coordination. Thanks to the work of J.J LA Maitre and LCDR Garza, John made it and stole the show at the end of Admiral Fargo's premier speech. I can't begin to tell you the ordie pride I felt when John saluted the crowd.

The chapter went to his ranch in June and had a burger burn. John is doing great. A couple of our hard chargers got up on John's barn and repaired the roof. We are all looking forward to his 93rd birthday party scheduled for 28 July 2001 at the Coronado VFW.

COMMUNITY SERVICE

I am very proud of this chapter for the out of pocket contributions they make to the San Diego community. Over the last quarter this Chapter has provided over $350 in charitable contributions to some very worthy causes brought

to the members by Jim Saxton. How can anyone turn down Jim. Jim I am sure I speak for this wonderful chapter, Thanks for the opportunity to shine.

our highway walk was completed the same day we all went to John Finn's ranch for the burger burn. We had a very good turnout and by the time we were done our stretch of road was the cleanest on I-8 East.

CHAPTER EIGHT ORDIE PICNIC

It keeps getting bigger and better every year. At one point there was more than 130 present. Everyone seemed to have a blast. Special thanks goes out to Chapter 74's President Mike Lafuente and the Weaponeers of STENNIS for all the food and financial support they provided making this years picnic a complete success. By the way the EIGHT BALLERS are already preparing for next year's picnic. All area ordies are invited to help us plan and pull off next year's event. Just come to our meeting.
